倪进祥，汉族，1972年10月8日出生安徽无为。1989年在安徽师范大学美术系深造。1991年入伍。2010年当选中国书法家协会理事，2011年当选中央国家机关书法家协会副主席；系中国书画艺术研究院副院长，第十、十一、十二届全国青联委员，中国楹联学会副，中华诗词学会会员，解放军书法创作院艺委会委员，清华大学美术学院书法高研班导师，安徽师范大学兼职教授，兰州大学书法研究所特聘研究员，南通科技职业学院客座教授，国家图书馆文津学院客座教授，后勤保障部政治工作局文艺创作室专业书法家。主攻章草，擅长自作诗联。书风高古，用笔空灵，注重性，力求诗书并进，德艺双修。

其作品30余次入展中国书法家协会主办的国家级书展，其中在全国第五、六届中青年书法大展中连续获奖，在全国第八届书法大展中获“全国奖”并多次在全军获一等奖。出版个人专集5部。

1992年11月被国家和总政治部评为“全地两用人才先进个人”
